Calling Childline India: 1098 is the most direct way to trigger the Indian state's protection machinery. But the "black box" of what happens after you hang up often stops people from making that call. Understanding the transition from a phone conversation to a legal rescue operation is the first step in moving from a concerned bystander to a civic actor.
The legal framework for child protection in India is built primarily on the Juvenile Justice (Care and Protection of Children) Act, 2015 (JJ Act). Under Section 2(14) of this Act, a "child in need of care and protection" (CNCP) includes any child found working in contravention of labour laws, children who are homeless, victims of abuse, or those at risk of marriage before the legal age.
As of 2024, Childline 1098 operates under the Mission Vatsalya scheme of the Ministry of Women and Child Development (WCD). If the child is injured or has been sexually assaulted, the team takes them to the nearest government hospital for a Medical Legal Case (MLC) filing.

A Child Welfare Officer is assigned to conduct a Social Investigation Report (SIR). They visit the child’s home, talk to neighbours, and check if the child can be "restored" to the parents with supervision or if they need long-term institutional care.
